City Of Harare Issues 14-Day Ultimatum To Owners Of 465 Dilapidated Buildings

The City of Harare has identified 465 buildings across the capital that are dilapidated, unsightly and in violation of building regulations, giving property owners 14 days to address the issues or face enforcement action.

The directive, issued under the Model Building By-Laws of 1977, applies to commercial, institutional and industrial properties that have failed to meet required standards. According to the public awareness notice, the affected buildings were flagged for non-compliance relating to approved use, structural safety, general appearance and overall aesthetics.

City authorities stated that the properties were identified in line with Chapter 2, Sections 48 and 49 of the Model Building By-Laws, read together with relevant statutory instruments. Owners and occupants who were previously served with statutory notices, also known as abatement orders, have now been reminded to urgently carry out renovations, repainting and necessary refurbishment works.

Property owners are required to submit proof of compliance to the City Architect’s Office, Building Inspectorate, Room 8. All submissions must include a valid Certificate of Occupation, as stipulated under Section 44 of the same by-laws.

The City of Harare has warned that failure to comply within the 14-day grace period from the date of publication will result in enforcement action without any further notice. The move is part of broader efforts to restore order, improve safety standards and enhance the visual appeal of the capital’s built environment.
