Sweden to Phase Out Bilateral Development Cooperation with Zimbabwe by 31 August 2026

The Government of Sweden has officially announced that it will phase out its Bilateral Development Cooperation Strategy with Zimbabwe by 31 August 2026.

The decision, confirmed by the Swedish Embassy in Harare, is part of a broader shift in Sweden’s foreign policy priorities. The move reflects changing global security and defense challenges in Europe and a reform of Sweden’s international development cooperation framework.

As a result of the phase-out:

  • Sweden’s Embassy in Harare will be closed.
  • Ongoing bilateral aid and development projects tied directly to this cooperation strategy will gradually end by the deadline.

Even though the formal bilateral cooperation is ending, Sweden has emphasized that Zimbabwe remains a valued partner. Officials say future relations will shift away from grant-based aid, focusing instead on trade, investment, and private-sector driven cooperation, particularly in areas such as sustainable mining, green technologies, climate resilience, democracy, and human rights.

Support for Zimbabwe will continue through other channels — including Sweden’s contributions to multilateral organisations and the European Union — as well as through regional and thematic cooperation mechanisms, preserving ties despite the aid exit.

The phase-out signals a major shift in the long-standing Swedish-Zimbabwe partnership, which for decades has involved development assistance, humanitarian support, and civil-society strengthening programs. The coming months will determine how Zimbabwe adapts to reduced donor aid and seeks alternative funding and investment sources.
