Panicky Mnangagwa Hands Civil Servants US$150 “Bonus” Amid Rising Tensions

HARARE – As pressure mounts over poor wages, corruption scandals, and growing factional battles in ZANU PF, the government has announced a surprise US$150 “presidential bonus” for all civil servants — a move critics have described as a panic response ahead of planned nationwide protests.

Public Service, Labour and Social Welfare Minister Edgar Moyo said the one-off payment would be disbursed in two instalments of US$75 each in November and December, in addition to the annual bonus and regular salaries.

Moyo said the government remained “committed to improving the welfare of civil servants and pensioners,” describing the payout as “festive season relief and recognition of dedicated service.”


Half a Million Workers, Crumbling Morale

Zimbabwe’s public workforce is estimated at around 500,000 employees, including teachers, soldiers, police officers, intelligence operatives, and general government staff.

Despite the announced incentives, civil servants continue to decry poor salaries, earning roughly US$250 per month compared to the pre-2018 average of US$540.

Teachers’ unions say more than 15,000 educators have quit since 2023 over poor pay and working conditions. Health unions estimate over 4,000 medical professionals have left Zimbabwe for better opportunities abroad.


New Promises: Cars, Housing, and Medical Aid Reform

Moyo also revealed plans to implement a Job Evaluation Remuneration Framework in early 2026 and to restore the vehicle rebate scheme to 2022 levels.

He further announced a home ownership initiative offering 26,000 housing stands — 20,000 in Harare and 6,000 in Bulawayo — as part of non-monetary benefits.

Additionally, government will recapitalise the Premier Service Medical Aid Society (PSMAS) to improve healthcare access for public servants following years of complaints over non-payment of service providers.


Analysts: ‘Political Damage Control’

Political analysts argue that the cash handout and new promises are designed to dilute tensions ahead of a planned one-million-man march led by war veteran Blessed “Bombshell” Geza, aimed at stopping ZANU PF’s alleged plan to extend President Mnangagwa’s term to 2030.

Geza, who previously led the March 31 national shutdown, has called on citizens to protest against corruption and the proposed term extension, which has divided the ruling party.

“The grave allegations presented by Vice-President Chiwenga were a constitutional alarm bell,” Geza said in a post on X.
“The regime’s rejection of that plea is a direct and unforgivable insult to every citizen of Zimbabwe.”


Factional Firestorm Inside ZANU PF

Tensions within the ruling party have intensified after Vice-President Constantino Chiwenga reportedly presented a dossier alleging widespread corruption among top ZANU PF benefactors, including Wicknell Chivayo, Kudakwashe Tagwirei, and Pedzai ‘Scott’ Sakupwanya.

Chiwenga’s report also warned against the 2030 term-extension plot, but his claims were dismissed by Justice Minister Ziyambi Ziyambi, who called them “fictional.”

ZANU PF spokesperson Christopher Mutsvangwa later publicly defended the businessmen named in the dossier, saying:

“The politburo refused to be part of a kangaroo court. We are dealing with people who simply do not want to follow party rules.”


Opposition: Reject the 2030 Agenda

Opposition People’s Progressive Party of Zimbabwe (PPPZ) leader Timothy Mapfumo Chiguvare said Zimbabweans should reject the 2030 plan, calling it “unrealistic” amid economic and social turmoil.

“People are suffering. The situation will force the country to hold elections sooner rather than later,” Chiguvare said.

ZANU PF’s Farai Marapira dismissed the criticism, saying:

“These are fly-by-night opposition parties seeking relevance. ZANU PF has empowered everyone in the country.”
